Governor Newsom Rolls Back CA Reopening; Orders Counties to Close Indoor Dining and Other Activities

On Monday, July 13, 2020, Governor Newsom took action to address the rising number of COVID-19 infections in California, ordering all counties across the state to close indoor activities including restaurants, bars and entertainment venues. Previously, only certain heavily impacted counties were subject to similar prohibitions.  The full list of affected industries includes:

  • Dine-in restaurants
  • Wineries and tasting rooms
  • Movie theaters
  • Family entertainment centers (such as bowling alleys, miniature golf, batting cages and arcades)
  • Zoos and museums
  • Cardrooms

The Governor also ordered bars, brewpubs, breweries and pubs to close all operations, both indoor and outdoor.

In addition, 30 counties (including Los Angeles, Orange, Riverside, Fresno and Sacramento counties) that have been on the state’s monitoring list for three consecutive days will be required to close personal services, gyms and other sectors unless “they can be modified to operate outside or by pick-up.” The following will be subject to closure:

  • Fitness centers
  • Worship services
  • Offices for nonessential sectors
  • Personal care services, such as nail salons, body waxing salons and tattoo parlors
  • Hair salons and barbershops
  • Malls

The ban also applies to protests.
