On April 1st the Obama Administration announced it will delay a provision in the Affordable Care Act (ACA) that provides an insurance marketplace specifically for small businesses. The Small Business Health Options Program (SHOP) requirement to make multiple insurance plans available to employees will be delayed until 2015, due to operational concerns cited by the Administration.
