Is it true that INTERPOL hates politics?

INTERPOL's constitution prohibits it from being involved in any case that is predominantly political, military, religious or racial. We do often see Red Notices that are issued not because of government really wants to prosecute a crime, but because someone in that government wants to eliminate a political opponent or punish an adversary. And INTERPOL does not want to be involved in that kind of prosecution.
