Look Ahead to the Week of February 9, 2026 | DHS Funding and Voting Legislation Expected to Dominate Busy Week

Alston & Bird’s Legislative & Public Policy Group previews the week ahead highlighting anticipated federal legislative, regulatory, and political activity, and key upcoming actions in Congress, the Administration, and relevant policy arenas.

Administration

  • The White House and congressional Republicans will continue negotiating with Democrats on an FY26 appropriations bill for the Department of Homeland Security (DHS), for which funding expires Friday night.
  • The Office of the Assistant Secretary for Technology Policy (ASTP) will host its annual meeting on February 11–12.

House

  • The House is set to vote on an amended version of the SAVE Act this week, which would require proof of citizenship for voter registration and photo identification to vote.
  • The House will also vote on bills on undersea cable permitting, a study of the U.S. critical mineral supply chain, and housing affordability.
  • Ongoing negotiations on DHS funding continue, with short-term funding set to expire on Friday.
  • Executives from the pharmaceutical industry will testify before the Energy and Commerce Committee on Wednesday as part of an ongoing series of hearings on health care affordability.

Senate

  • Senate Democrats will be leading the negotiations with the White House and Republicans on long-term DHS funding.
  • The Special Committee on Aging will hold a hearing on Wednesday on the impact of federal regulations on physician practices.
