Look Ahead to the Week of March 2, 2026 | Congress to Vote on Iran War Powers Resolution Amid Ongoing DHS Shutdown

Alston & Bird’s Legislative & Public Policy Group previews the week ahead highlighting anticipated federal legislative, regulatory, and political activity, and key upcoming actions in Congress, the Administration, and relevant policy arenas.

Administration

  • The Trump Administration initiated strikes on Iran late Friday night in what could become a multiweek military operation. President Trump said the attacks will continue until “all of our objectives are achieved.”
  • The Department of Homeland Security (DHS) remains shut down, with the White House and Democrats at an impasse over Immigration and Customs Enforcement (ICE) reforms.

House

  • The House is expected to vote on Thursday on an Iran war powers resolution led by Representatives Thomas Massie (R-KY) and Ro Khanna (D-CA). Most Republican lawmakers have expressed support for the military strikes on Iran.
  • The House is expected to vote again Thursday to fund DHS, with some legislators urging party leadership to include the SAVE America Act in the package. The legislation would require voters to provide photo identification and proof of citizenship to register to vote.
  • Minnesota Governor Tim Walz and Attorney General Keith Ellison are scheduled to testify before the House Committee on Oversight and Government Reform regarding fraud in the state’s Medicaid programs. Last week, the Trump Administration announced it would defer nearly $260 million in Medicaid funding for the state.

Senate

  • The Senate is expected to vote Tuesday or Wednesday on an Iran war powers resolution led by Senator Tim Kaine (D-VA). At least five Republicans would need to vote in support of the measure for it to pass.
  • The Senate will vote Monday on advancing housing affordability legislation, the Housing for the 21st Century Act.
  • On Thursday, the Senate Committee on Health, Education, Labor and Pensions (HELP) will hold a hearing on improving health outcomes through the use of patient health information. Dr. Thomas Keane, assistant secretary for technology policy and national coordinator for health information technology, will testify.
