As a follow-up to our recent alerts, we wanted to provide an update on rent control in Mount Rainier, Maryland.

The City of Mount Rainier in Prince George’s County was the first jurisdiction in the D.C. area to impose rent control when it enacted its Rent Stabilization Ordinance, which took effect February 21, 2023. This law restricted landlords from increasing rent by more than 60 percent of CPI and applied to lease renewals as well as new leases of vacant units. Shortly after Mount Rainier’s law took effect, Prince George’s County passed the Rent Stabilization Act of 2023. The passage of both laws caused a lot of confusion due to inconsistencies and overlaps. On Friday, March 31, we learned that the Mayor and Council will introduce an ordinance Tuesday, April 4, 2023, to defer the City's Rent Stabilization Ordinance until January 1, 2024, and declaring the Council's intent to be bound by the terms of the County's rent stabilization law until December 31, 2023. Postponement of the Mount Rainier law delays for now the need to resolve the inconsistencies and overlaps between the two laws.
