OFCCP Announces Issuance of 2,500 Courtesy Scheduling Announcement Letters

Executive Summary: The Office of Federal Contract Compliance Programs (OFCCP) has announced that it will mail Courtesy Scheduling Announcement Letters (CSALs) to contractor facilities across the country that have been selected for compliance reviews during the next scheduling cycle.   

The list consists of 2,500 establishments and is generated from OFCCP's Federal Contractor Selection System (FCSS).  The letters will be addressed to Human Resources Directors at the selected establishment regardless of whether the facility has such a position, so representatives should be looking for these CSAL letters.  Contractors can confirm whether a CSAL has been mailed to their establishment by faxing a written request on company letterhead to OFCCP's Division of Program Operations at 202-693-1305. 

The CSALs are not required by law, and the receipt of one does mean an audit has commenced.   A CSAL is a courtesy notification to an employer that an establishment has been identified for an upcoming OFCCP compliance review. 

In contrast, the Scheduling Letter is the OMB-approved letter sent to an establishment to start the evaluation process and request submission of the contractor's Affirmative Action Program(s) and the supporting data.  The revised Scheduling Letter, which now requires contractors to submit 22 items for the desk audit, will apply to all future audits.  The revised Scheduling Letter is burdensome, and contractors will benefit from taking advantage of the early notice and beginning preparation as soon as possible.
