On Jan. 15, 2026, President Trump announced his “Great Healthcare Plan.” The plan focuses on four priority areas: lowering drug prices, lowering insurance premiums, holding big insurers accountable and maximizing price transparency.
The measures of the plan are outlined below.
Lowering Drug Prices
- Calls on Congress to codify the administration’s “most-favored-nation” deals, in order to ensure Americans pay the same prices as patients overseas. Any deals negotiated voluntarily with the Centers for Medicare and Medicaid (CMS) and the Department of Health and Human Services (HHS) following the president’s executive order would be grandfathered into the plan.
Lowering Insurance Premiums
- Ends government reimbursement of insurance companies for cost-sharing reductions for patients.
- Funds a cost-sharing reduction program for health care plans. The administration has cited Congressional Budget Office estimates that this would save taxpayers at least $36 billion and reduce the most common Affordable Care Act plan premium by 10%.
Insurer Accountability
- Creates the “Plain English” insurance standard and requires health insurance companies to publish rate and coverage comparisons on their websites in an understandable format and language for readers.
- Requires insurers to publish information on their websites about the percentage of claims they reject and average wait times for routine care, as well as the amount of money spent on medical care versus overhead cost, also known as medical loss ratios.
Maximizing Price Transparency
- Compels all health care providers and insurers who accept Medicare or Medicaid to prominently post their pricing and fees in their place of business and ensure insurance companies are complying with price transparency requirements.
Since returning to office, President Trump signed the executive orders “Delivering Most-Favored-Nation Prescription Drug Pricing to American Patients” and “Making America Healthy Again by Empowering Patients with Clear, Accurate, and Actionable Healthcare Pricing Information.” The former directs the administration to bring American drug prices in line with those paid by similar nations and the latter directs the administration to address health care pricing transparency.
