Environmental groups have sued California regulators over new rules they say will discourage the growth of rooftop solar installations, in violation of state law. Three groups filed a petition asking the California Court of Appeal to review and set aside the California Public Utilities Commission’s policy changes, which reduce the money credited to rooftop solar panel owners for sending excess power into the grid. The new rules were adopted in December 2022 after critics, including utilities and ratepayer advocates, argued the former program was unfair to those without panels.
Floating offshore wind resources off of California can be a key part of U.S. decarbonization efforts with the industry on the cusp of commercialization, a U.S. Department of Energy expert argued during a May 8 wind symposium hosted by the California Energy Commission (CEC). The DOE’s Floating Offshore Wind Shot initiative has an ambitious goal to deploy 15 GW of floating offshore wind by 2035 along U.S. coastlines. As discussed in our recent alert, to assist stakeholders in navigating the coming process, the CEC has circulated for public comment a draft permitting roadmap for offshore wind that contains potential timeframes and milestones for governmental approvals for offshore wind power and associated electric and transmission infrastructure.
Washington state Governor Jay Inslee last Wednesday signed into law more than a half-dozen bills related to climate change and clean energy, including House Bill 1216, which sets up a formal process to help identify the least controversial places to site and permit new clean energy projects. Another one of the measures, Senate Bill 5165, seeks to upgrade transmission planning efforts to better facilitate implementation of clean energy infrastructure.
Prologis has enlisted Station A to host an RFQ to identify regional solar providers to install 116 solar projects throughout its California building portfolio. Prologis will leverage Station A’s Clean Energy Marketplace to find local developers in five regional markets across California.
Community choice aggregator (CCA) East Bay Community Energy will soon have a resilient solution in place for 30 critical facilities across several counties in California. The CCA has signed a power purchase agreement with Gridscape for 30 renewable energy powered microgrids with a total capacity of 3.1 MW of solar PV and 6.2 MWh of battery storage.
The Bureau of Land Management (BLM) has completed the variance process for the Bonanza Solar Project, a major early step in the application process for solar energy development that allows the BLM to fully consider the project under the National Environmental Policy Act. The Bonanza Solar Project would generate 300 MW of energy on roughly 2,500 acres of BLM-managed public lands in Nye and Clark counties, Nevada.
Renewable America is providing over 15 MW of solar power coupled with 8 MWh of energy storage to four California community choice aggregators. All five projects are now fully subscribed and will complete construction by Q1 of 2024.
Apex Clean Energy is developing and building two new battery storage projects in Texas, which will feature Powin hardware and software. Angelo Storage, co-located with the 195 MW Angelo Solar Project, and Great Kiskadee Storage are designed to each deliver 100 MW/200 MWh of capacity to the Texas grid with a 2-hour battery duration.
