Clean energy for all Europeans -

On 30 November 2016 the Commission published its so-called ‘Winter Package’ of eight proposals to facilitate the transition to a ‘clean energy economy’ and to reform the design and operation of the European Union’s electricity market.1 This bumper package of proposals can be grouped into three categories: proposals amending existing energy market legislation; proposals amending existing climate change legislation; and proposals for new measures. In EU jargon a full revision of an existing measure is known as a ‘recast’.
