U.S. Army Corps of Engineers (Vicksburg District) Public Notices 404 Permit Application: Proposed Pulaski County, Arkansas, Parking Lot/Travel Trailer Project

The United States Army Corps of Engineers (Vicksburg District) (“Corps”) issued an October 25th Public Notice stating that an application had been received for a Section 404 Clean Water Act permit (i.e., to discharge dredged and/or fill material into waters of the United States) in regards to a proposed Pulaski County, Arkansas, project.

The proposed project is described as the expansion of an:

. . . existing parking lot to allow the parking of additional travel trailers and motor homes for sale.

The applicant is stated to be Camping World and Good Sam.

The project is specifically described as being located east of North Little Rock, Arkansas, along Interstate-40. This area is stated to have high traffic levels with numerous existing commercial developments both east and west of the planned activity. The Corps states that the project would involve the conduct of regulated activities within jurisdictional wetlands. The 6.5-acre area is stated to consist of 2.5 acres of wetlands. Of the 2.5 acres, 1.8 acres is stated to have already been mitigated by a previous project with the purchase of wetland credits from an approved mitigation bank. Further, approximately 0.7-acre of wetlands is stated to require compensation for the additional impacts. Approximately 12,100 cubic yards of clean rock, concrete and gravel would be used as fill material.

The applicant is proposing to mitigate for the unavoidable loss of wetland functions and values through the purchase of mitigation credits from an approved mitigation bank whose service area includes the same 8-digit HUC unit 08040203.
