Caroline Hill

Senior director of global policy and regulatory strategy·Circle

Caroline Hill is the Senior Director for Global Policy and Regulatory Strategy at Circle. Prior to joining Circle, Caroline led the U.S. Treasury Department’s efforts to develop and implement policies to counter money laundering and terrorist financing in Africa and the Western Hemisphere, including on issues related to digital assets and financial technology. She was also the Senior Advisor to the Assistant Secretary for Terrorist Financing and the U.S. President to the Financial Action Task Force (FATF). Caroline started her career at the Treasury Department in the Office of Foreign Assets Control, where she targeted individuals and companies who were evading U.S. sanctions on Iran, North Korea, and Syria. Prior to Treasury, Caroline worked at Deloitte Consulting where she conducted financial investigations for public sector clients.

Lesley Chavkin

Global head of public policy·Paxos

Lesley Chavkin is currently head of global policy for Paxos. Prior to joining Paxos, she worked at the Stellar Development Foundation and JPMorgan Chase, and also served in a variety of roles at the US Department of the Treasury, including as an international economist in the Office of African Nations, as a senior policy advisor focused on the Middle East, and as Treasury’s financial attaché to Qatar and Kuwait from 2017 to 2020. Before joining the Treasury, Chavkin worked as an economic analyst in the US intelligence community.

Chavkin holds a master’s degree in development economics and international security from the Fletcher School at Tufts University and a Bachelor of Arts in political science and international affairs from the University of Washington. She is also a nonresident senior fellow with the Atlantic Council’s Economic Statecraft Initiative in the GeoEconomics Center.

Kevin Wysocki

Head of policy·Anchorage Digital

Kevin Wysocki is the Head of Policy at Anchorage Digital. He works with stakeholders throughout the digital asset ecosystem to enhance government policies regulating the industry. Prior to joining Anchorage Digital in 2022, Kevin worked on Capitol Hill for more than seven years where he helped enact five financial services bills into law. Kevin served as professional staff for the House Financial Services Committee and Congressman Andy Barr (KY). Before that, he was Senior Legislative Assistant for Congressman Tom Emmer (MN). Kevin previously did government affairs work for both Meta and Hogan Lovells.

Kevin holds an MBA from the Quantic School of Business and Technology and also has a BS and a BA from the State University of New York at Fredonia.

Elizabeth Severinovskaya

K2 Integrity

Elizabeth Severinovskaya is a managing director in the Financial Crimes Risk Management practice at K2 Integrity, where she advises both crypto natives and traditional finance (TradFi) clients on their financial crimes risk and compliance strategies. She has a broad range of industry experience across banking and financial services, fintechs, payments, and cryptocurrency platforms. In her past roles Elizabeth has advised regulatory bodies, international organizations, global systemically important banks (GSIBs), and industry-leading cryptocurrency firms.

Prior to joining K2 Integrity, Elizabeth worked as a senior consultant in the digital assets practice at Promontory Financial Group, a business unit of IBM Consulting, where she performed a number of industry standard-setting engagements, including leading the development of the Nebraska Digital Asset Depository Institution (DDI) BSA/AML and OFAC Examination Manual and the Nebraska DDI Supervisory Handbook to support implementation of the Nebraska Financial Innovation Act, as well as training a federal supervisory agency on BSA/AML and sanctions risks unique to cryptocurrency. In her time at Promontory, Elizabeth advised several leading virtual asset service providers, including exchanges, prime brokerages, and digital asset custodians, on their licensing, chartering, and remediation strategies, and has developed an expertise in building and implementing BSA/AML compliance programs tailored to the virtual asset industry from the ground up.

Elizabeth previously worked at two leading fintechs, Coinbase and Stripe, where she held several risk and compliance roles involving policy development, program development and implementation, and process optimization.
