Anthony Vinci
Senior Director·FINRA
Anthony Vinci is a Senior Director in the Office of Financial and Operational Risk Policy at FINRA, co-leading a group of subject matter experts on broker-dealer accounting, auditing, and financial responsibility rule matters. Mr. Vinci is a Certified Public Accountant in the State of New York. Prior to joining FINRA, Mr. Vinci’s career experience was split between public accounting and the broker-dealer industry. Immediately prior to joining FINRA, he was the Chief Financial Officer, Treasurer and Financial and Operations Principal of Mirae Asset Securities USA, Inc. (Mirae), a start-up prime brokerage and clearing/carrying broker-dealer, responsible for building Mirae’s financial control, external/internal reporting, and liquidity risk management functions. Prior to his time with Mirae, Mr. Vinci was Chief Financial Officer, Financial and Operations Principal, and Secretary of Maple Securities USA, Inc. (Maple), a self-clearing broker-dealer. Prior to his time at Maple, Mr. Vinci held various positions at GFI Group, Inc., a publicly traded interdealer broker-dealer, including Director of Global Cash Management/Corporate Treasury and Manager of SEC Reporting/Accounting Policy. Mr. Vinci started his career with Ernst & Young LLP in the Financial Services Office Assurance Practice, focused on the audits of publicly traded companies including broker-dealers, securities exchanges, and other financial institutions.
Mr. Vinci holds a Bachelor of Business Administration (Summa Cum Laude) and Master of Business Administration with a concentration in Public Accounting and Financial Management from Pace University. He currently serves on the Pace University Lubin School of Business Accounting Department Advisory Board and is Founding Board Member Emeritus of the Agnes McCarthy Caregiver Foundation.

Yelena Talmazan
Senior Managing Director, Financial, Internal Audit, and Risk Advisory·K2 Integrity
Yelena M. Talmazan is a senior managing director and senior advisor in K2 Integrity’s Financial, Internal Audit, and Risk Advisory practice. With 25 years of industry experience—the majority spent in the financial services, insurance, technology, and consumer business industries directing and managing internal audit (IA), Sarbanes-Oxley (SOX), and intermediate holding company (IHC) compliance programs—Yelena works as a strategic partner helping clients proactively navigate the regulatory landscape and manage internal and external risks.
As a seasoned advisory leader, Yelena provides risk advisory and regulatory assistance, internal audit, strategic sourcing, and transformation services for clients, assessing each client’s particular needs and structure to identify the bespoke strategy for a successful roadmap to implement and mitigate risk by designing “fit for purpose” approaches that are meaningful and are aligned with industry best practices.
Before joining K2 Integrity, Yelena served as the head of internal audit for TP ICAP, where she built a new IA function and aligned IA strategy, goals, and objectives with the organization’s business plans, initiatives, and regulatory mandates. She advised management and the audit committee on organizational risks and how to enhance the internal controls and enterprise risk management frameworks.
Yelena has an M.B.A. from Columbia University Business School and a B.S. in computer science from Rutgers University. She is a Certified Internal Auditor and a Certified Information Systems Auditor, and holds the Institute of Internal Auditors (IIA) Quality Assessor Certificate (qAC).

Olivia Makara
Director, Cyber and AI Resilience·K2 Integrity
Olivia Makara is a director in K2 Integrity’s Cyber and AI Resilience practice. Olivia works with clients across industries including technology, insurance, and financial and professional services to perform cybersecurity risk assessments and conduct AI assurance services. She also consults with clients on cyber threat detection and intelligence operations and manages complex investigations requiring digital analysis and threat monitoring.
Prior to joining K2 Integrity, Olivia held several roles at Ankura Consulting, most recently as director, cybersecurity. She managed cybersecurity engagements including in complex investigations, expert services, managed detection and response (MDR) and managed threat intelligence (MTI). She collaborated with engineering, threat detection operations, and client stakeholders to deliver on security monitoring architecture and execution for U.S.-based and international clients in varying industries including FinTech, global logistics, and insurance. Olivia provided analysis on cyber investigations, prepared expert reports, performed dark web searches, and led threat intelligence report creation for due diligence cases. She has also managed cybersecurity and privacy programs for clients requiring cross-team deliverables ranging from written privacy and security policies to penetration testing reports.
Before her time in Ankura’s managed detection and response practice, Olivia was a senior associate in its cybersecurity data analytics team, where she executed on-demand data mining services to identify sensitive data exposed in a data breach incident to meet client breach notification requirements.
Olivia received a M.S. in data science from Southern Methodist University and a B.S., summa cum laude, in economics from The George Washington University. She is a Certified Information Systems Security Professional (CISSP).
