The Pennsylvania Office of the Budget is now accepting applications for the state’s Redevelopment Assistance Capital Program (RACP), with a rapidly approaching deadline of September 23, 2025 at 11:59 PM. Those with eligible projects seeking this critical source of public funding should begin the application process now.

What Projects Are Eligible?

To qualify for RACP funding, your project must meet several criteria:

  • Scope and Impact: Projects must have a minimum total cost of $1 million and demonstrate regional or multi-jurisdictional impact. The project must generate substantial increases in employment, tax revenues, or other economic activity measures, or maintain current levels of such activity.
  • Legislative Authorization: To receive consideration, projects must have been included in one or more Pennsylvania Capital Budget Project Itemization Acts.
  • Funding Structure: At least 50% of project costs must come from non-state match funding from the grant recipient. Crucially, at least 50% of this match funding must be secured before submitting a Project Management Proposal.
  • Federal Compliance: Projects must be eligible for tax-exempt bond funding under federal law.
  • Shovel-Ready Status: Because of RACP's reimbursement structure, projects should be poised to show concrete forward progress and meet grant agreement terms within six months of being funded.
  • Restrictions: Projects that can obtain funding through PennDOT, PENNVEST, DCED, or other state agencies are generally restricted from RACP participation.

How To Apply

Statewide, eligible applicants include redevelopment authorities, county industrial development authorities, local governments, public authorities, certain local development districts and industrial development agencies, often partnering with private businesses or nonprofit entities.

Applications can be submitted via the Bucks County Industrial Development Authority using its Presta online portal by the close of business on September 22, 2025. Note the discrepancy between the deadline dates.
