On September 15, 2025, the Bureau of Industry and Security (“BIS”) announced via a Federal Register notice that it is now accepting requests to include new products under Section 232 tariffs on steel and aluminum derivatives.

Requests for product inclusions will be accepted until September 29, 2025. After the submission window closes, BIS will publish the list of proposed products for public comment (on Regulations.gov, under docket BIS-2025-0023) and then begin a 60-day review process to evaluate each request.

This marks the beginning of the second inclusion request period. During the first request period, which opened in May and concluded with tariff expansions in August, BIS reviewed numerous submissions and ultimately approved the addition of over 400 new tariff subheadings, while denying approximately 60 requests. For more information on the first round, see our previous article here.

In the same September 15 notice, BIS also announced that a third round of product inclusion requests is scheduled for January 2026.
