New Cingular Wireless PCS, LLC d/b/a AT&T is proposing to remove two existing towers on Pierson Hill in Topsham, VT (located off of Ben Dexter Road), and to construct a 180’ replacement communications tower and associated equipment in the compound to provide wireless service in the area, while also distributed a 60-day advance notice in accordance with 30 V.S.A. 248a dated December 31, 2019. To assess the visual effects of the Project, AT&T is scheduling a balloon test at the site of the proposed Replacement Tower for early-to-mid January 2020. AT&T proposes to fly a balloon at 184’ AGL, to be photographed from VT Route 25 and public areas in Topsham. The photographs will then be used to generate photographic simulations of the Facility from various vantage points within one-and-a-half to two miles of the Site. These photographic simulations will be provided to advance notice recipients upon completion.

Due to the variable weather conditions in Vermont that can affect the accuracy of the balloon test, the exact date of the balloon float will need to be determined by AT&T’s consultant.
