Coronavirus update: No work order in Russia

On 25 March 2020, the President of Russia announced that next week (30 March – 3 April 2020) will be a non-working but paid week for most employees and companies in Russia to prevent the spread of coronavirus. No quarantine is implemented. But the significant part of the employees in Russia should stay at home next week.

The respective order was adopted by the President later today. 

This paid non-working week will not affect the following organizations: 

  • constantly operating organizations
  • medical and pharmacy organizations
  • organizations providing the people with food and essential commodities
  • organizations performing necessary work in emergency circumstances and in other cases that endanger the people's lives or normal living conditions
  • organizations performing urgent repair and loading-and-unloading works

The state and regional authorities and mass media will define the number of their employees that is required for non-stop operations. 

The order is very short and straight-forward. And it does not give any further details and answers to the questions of documenting the employment relations or identifying the list of companies which fall within the exception. We expect some additional clarifications from the authorities shortly. We may also expect further regulations implemented by the regional authorities to restrict meetings of people, working of public facilities, etc. next week.
