Earlier this month, the CPSC’s Office of the General Counsel sent the CPSC a proposal for a safety standard for highchairs under the Danny Keysar Child Product Safety Notification Act, Section 104 of the Consumer Product Safety Improvement Act of 2008. The proposal is available here. The proposed rule would add requirements for rearward stability and for warnings to F404-15, Standard Consumer Safety Specification for High Chairs. The proposed rule sets a “stability index” for highchairs based on factors deemed likely to contribute to tipping. Based on the stability index, the proposed rule would set a pass/fail threshold. The proposed rule also includes changes to warning labels and instructions.
