Trump Eyes Action to Limit States' Powers to Block Pipelines -

Why this is important: States in the northeastern United States have been blocking interstate pipeline projects by exercising their powers under Section 401 of the Clean Water Act. Under the Act, if there is the potential a project will release pollutants into water sources the company must obtain a permit from the state in which the discharge will occur....
