Education and Workforce Development Provisions in President Biden's FY 2024 Budget Request

On Thursday, March 9, President Biden released his Fiscal Year (FY) 2024 Budget (“Budget”) request to Congress. The release of the president’s Budget request kicks off the congressional budget process and the proposal will serve as a starting point for negotiations, providing a marker for the administration’s priorities in the coming year.

President Biden’s Budget request includes $144 billion in discretionary budget authority for the Department of Health and Human Services (HHS), a $14.8 billion or 11.5% increase from the FY 2023 enacted level, including $22.1 billion for existing early care and education programs, an increase of $2.1 billion over FY 2023. It includes $90 billion in discretionary budget authority for the Department of Education (ED), a $10.8 billion or 13.6% increase from the FY 2023 enacted level; and $15.1 billion in discretionary budget authority for the Department of Labor (DOL), a $1.5 billion or 11% increase from the FY 2023 enacted level.

The Budget blueprint released by the White House contains only a summary of the administration’s proposal, and HHS, ED and DOL later released their own accompanying budget in brief documents. Detailed agency-by-agency budget estimates were released by the White House Office of Management and Budget earlier today. While the proposal does include many of the administration’s high-profile priorities, such as funding to expand access to subsidized child care and free pre-k, make community college free and subsidize tuition at four-year historically Black colleges and universities and other minority-serving institutions, it includes much smaller funding increases than in the past in recognition of the compromises that will need to be made with a Republican-controlled House that is pushing for significant budget cuts.
