The California Public Utilities Commission fined Pacific Gas & Electric Co. almost $20 million for failing to conduct leak-detection surveys and for failing to comply with records requirements. The PUC cited PG&E for faulty recordkeeping, saying the utility failed to inspect nearly 14 miles of gas lines for leaks. It is unclear whether the surveys were done but no records existed to prove completion, or if the surveys were actually not completed.
