The United States Environmental Protection Agency (“EPA”) Office of Inspector General (“OIG”) announced on February 23rd the Notification of an Audit titled:

The EPA’s Oversight of the Clean Water State Revolving Fund (“Notification”)

See Project No. OA-FY23-0047.

The Notification is transmitted from Kevin N. King, OIG Director, Clean Water Investments Directorate, Office of Audit to Radhika Fox, EPA Assistant Administrator, Office of Water.

EPA states that the audit will address a fiscal year 2023 top management challenge which is titled:

Managing Increased Investment in Infrastructure

The Clean Water State Revolving Fund (“CWSRF”) provides low-interest, flexible loans to municipalities of rural water districts. Such funds can be used for replacing sewer lines, improving wastewater treatment facilities, and collection systems. The program has provided billions of dollars for such activities over the years.

The CWSRF is administered in Arkansas by the Arkansas Department of Agriculture’s Arkansas Natural Resources Commission.

OIG states its objective in undertaking the audit is to:

oversee Infrastructure Investment and Jobs Act funds invested in the Clean Water State Revolving Funds through the EPA’s annual review process.
