Infrastructure Ontario issues Requests for Qualifications for projects online inviting interested companies to submit qualifications for a project. There are two components in any Request for Qualifications that must be addressed: (1) a technical component and (2) a financial component.

Technical Component

In addressing the technical component of the Request for Qualifications, the following matters usually need to be addressed:

  1. Your approach to project partnering and development, including a description of your overall team structure and details about your proposed team members and their role in the project;
  2. Each team member should also be included with a list of experience in carrying out major infrastructure projects;
  3. The organization and responsibilities of your project team, including a summary of any available executed copies or draft copies of agreements documenting the team members’ roles and responsibilities;
  4. The organization and responsibility of your development team, including an organization chart defining each team member's roles and responsibilities, identification of leaders of each stage of the project, and risk management protections in place;
  5. An overview of your approach to project development, including your approach to design; and,
  6. An overview of the project management experience of your organization and your key individuals, including your management experience relevant to nature and scope of the proposed project.

As part of the technical component you will also need to provide information on your design capability and experience, including information on the following:

  1. Your approach to design including how the design team will be organized;
  2. Your approach to balancing costs in order to have comparable experience and/or relevant experience in the proposed design team;
  3. Resumes of those on the design team;
  4. The review of capability and experience in relation to the design of the project including your approach to fast tracking the project schedule and methods of construction; and,
  5. Construction experience including information on the team member who will act as general contractor.
Financial Component

In addition to the above, there is also the financial component whereby you will need to prepare and submit the following information:

  1. financial statements;
  2. financial reference letters;
  3. construction support package documentation; and,
  4. a plan demonstrating your ability to raise competitive financing for the project.

The above information together with the Master Submission Form, WSIB Clearance Certificate or equivalent, and proof of insurance and bonding are then submitted for consideration. If you are successful in the Request for Qualifications process you would then be invited to participate in a Request for Proposal of an Infrastructure Ontario project.
