Below is the Federal Policy team’s weekly preview, published each week that Congress is in session.

HEADLINES

• Supreme Court nominee Brett Kavanaugh begins his hearing at the Senate Judiciary Committee.

• Twitter CEO Jack Dorsey faces lawmakers in both chambers.

• Congressional primaries Tuesday in Massachusetts and Thursday in Delaware.

HOUSE

• Returning from August recess, the House plans to vote Tuesday through Friday. The legislative agenda includes noncontroversial bills from the Homeland Security Committee and the Foreign Affairs Committee, as well as legislation on natural gas and on student aid counseling. Lawmakers may also take up appropriations bills, their top priority this month.
• The House Energy and Commerce Committee has a busy September planned. That agenda is highlighted by Wednesday’s hearing with Twitter CEO Jack Dorsey regarding the platform’s content moderation practices and transparency.
• The Financial Services Committee will also have a busy schedule that includes a Thursday hearing on Government-Sponsored Enterprises reform.

SENATE

• The Senate is slated to be in session through Friday. The chamber plans to take up nominations to the judiciary as well as the Securities and Exchange Commission; it also may take up spending bills.
• The Senate Judiciary Committee Tuesday begins its hearing on the nomination of Appellate Judge Brett Kavanaugh to the Supreme Court; the hearing will last several days, with senators beginning their questioning of Kavanaugh on Wednesday.
• Dorsey will testify Wednesday along with Facebook COO Sheryl Sandberg before the Senate Intelligence Committee for a hearing regarding foreign interference in U.S. politics through social media.

WHITE HOUSE

• President Donald Trump may continue escalating the tariff battle with China with tariffs on $200 billion in Chinese imports.
• Trump on Thursday will travel to Billings, Montana, for a rally where he is expected to promote Republican Senate candidate Matt Rosendale.
• Trump on Friday plans to visit Fargo, North Dakota, and Sioux Falls, South Dakota.
