The water bond is not the complete solution to California’s water problems, but there is no single solution to California’s water problems. Making California’s water use sustainable in an uncertain future will require a combination of strategies, including:

more surface and underground storage

conservation

use of recycled water (including direct potable reuse)

recapture of rainwater

better integration and coordination of management between water districts and other public agencies

substantial cleanup of contaminated groundwater basins

desalination
