DOD Issues Interim Rule to Amend DFARS: Network Penetration Reporting and Contracting for Cloud Services (DFARS Case 2013-D018)

The Department of Defense (DOD) issued an interim rule to amend the Defense Federal Acquisition Regulation Supplement (DFARS) to implement a section of the National Defense Authorization Act for Fiscal Year 2013 and a section of the National Defense Authorization Act for Fiscal Year 2015, both of which require contractor reporting on network penetrations, 80 Fed. Reg. 51739.  Additionally, this rule implements DOD policy on the purchase of cloud computing services.  The interim rule became effective on August 26, 2015. Comments are due October 26, 2015.

DISA Issues Best Practices Guide for DOD Cloud Mission Owners

The Defense Information Systems Agency (DISA) released a best practices guide aimed at Department of Defense (DOD) mission owners wanting to migrate an existing information system from a physical environment to a virtualized cloud environment.  The framework is based on real-world cloud pilot efforts within the DOD.  The contents of the guide are not official DOD policies, security requirement guides or security technical implement guides, but rather a collection of best practices discovered during the DOD cloud pilot effort for the benefit of the DOD community.

NASA Issues an Interim Rule to Amend NASA FAR Supplement: NASA Capitalization Threshold (NFS Case 2015-N004)

The National Aeronautics and Space Administration (NASA) issued an interim rule to amend the NASA FAR Supplement to increase the NASA capitalization threshold from $100,000 to $500,000, 80 Fed. Reg. 51957.  The interim rule became effective on August 27, 2015.  Comments are due October 26, 2015.

Reg. 50825, August 21, 2015, to propose an additional service (Contractor Operated Parts Store Service, US Marine Corps Garrison Mobile Equipment Branch, Marine Corps Logistics Base, Building 5400, Albany, GA) and delete a product (Desk Set, Liberty) from the Procurement List.  Comments on the proposed addition and deletion are due September 21, 2015. 

80 Fed. Reg. 50826, August 21, 2015, to add products (Wrench, Combination, Chrome, 12 Pt; Gravy Mix; Super Cereal Plus; Wheel Chock, Plastic, 14'') and services (Third Party Logistics Service, US Department of State, Arlington, VA; Document Destruction Service, Department of Veterans Affairs, Veterans Integrated Service Network 10, Kettering, OH; Janitorial Service, US Coast Guard, Transformation Warehouse, 1873 Eringhaus Street, Elizabeth City, NC) and delete products (Paper, Mimeograph and Duplicating; Refill, Pencil Lead, Bio-Based and Biodegradable Pencil) and a service (Food Service Attendant Service, United States Military Academy: Enlisted Dining Facility and Summer Camp Enlisted Dining Facility--Bldg 620 Knox Road, West Point, NY) from the Procurement List.  The additions and deletions will become effective September 21, 2015.
