The SCRAM (Secure Continuous Remote Alcohol Monitor) is made by AMS (Alcohol Monitoring Systems), a corporation located in Highlands Ranch CO. AMS began development of the SCRAM in 1991, and since have spent more than 14 Million in the development of the device. The SCRAM was first introduced in 2003, and as of this writing, it is used in 44 states. This decision is one of the handful of decisions against the technology.
