GAO Bid Protest Annual Report to Congress for Fiscal Year 2014

The Government Accountability Office (GAO) has issued its bid protest annual report to Congress for fiscal year 2014 reporting each instance in which a federal agency did not fully implement a recommendation made by the GAO in connection with a bid protest decided the prior fiscal year.  Additionally the report provides data concerning overall bid protest filings for the fiscal year.  GAO Bid Protest Annual Report to Congress for Fiscal Year 2014. 

DoD Line Item Structure Regarding WAWF Incorporating IUID

The Department of Defense (DoD) issued a notice of line item structure regarding Wide Area WorkFlow (WAWF) incorporating the Item Unique Identification (IUID) Registry for capture of marking and valuation data on delivered items that went into effect on November 3, 2014.  For contracts issued from fiscal year 2015 forward, this will enforce the requirements in the December 2013 version of the clause for IUID data be submitted “as part of the Material Inspection and Receiving Report.”  Contractors will no longer be allowed to submit data on delivered end items separately from the acceptance process, as they were under prior versions of this clause.  The change has been made to ensure that the values reported by the industry for those items can be reviewed by the government acceptor.  DoD Line Item Structure Regarding WAWF Incorporating IUID. 

DoD Needs to Improve Processes for Issuing and Managing Cost-Reimbursement Contracts

The Department of Defense (DoD), Inspector General (IG), has issued a report regarding DoD’s need to improve the process for issuing and managing cost- reimbursement contracts.  The IG’s objective was to determine whether the DOD complied with interim FAR revisions on the use of cost-reimbursement contracts.  The IG concluded that out of the 604 contracts reviewed, valuing about $82.7 billion, contracting personnel did not consistently implement the FAR revisions for 411 contracts, valued at about $31.7 billion.   DoD Needs to Improve Processes for Issuing and Managing Cost-Reimbursement Contracts.

Reg. 68222, November 14, 2014, proposed additional service (Mail Management and Support Service U.S. Navy, NAVSUP Fleet Logistics Center Norfolk, Naval Support Activity, 5450 Carlisle Pike, Building 112, Mechanicsburg, PA.) to the Procurement List.  Comments on the proposed addition are due December 14, 2014.
