Burke, M. J. Defendants’ motion to transfer to the Northern District of Georgia is denied.

Jumara factors do not weigh strongly in favor of transfer.  Plaintiff’s choice of forum weighs squarely against transfer, while the practical considerations factor slightly favors transfer. The court is not in a position to conclude that defendant holding company was added to the suit in order to manipulate venue.  The transferee forum is the home of the only one of the US defendants that is not just a holding company.  The remaining Jumara factors are neutral.
