Excerpt from "Bill: lenders would use energy savings in home valuation"

A bill pending in Congress would require mortgage lenders to factor expected energy-costs savings into (a) the value of the home and (b) the borrower's ability to make the mortgage payments. The bill's sponsors call it a win-win for the economy and the environment.
