H.R. 6113 has been introduced which would establish within the United States Environmental Protection Agency (“EPA”) the:
Advanced Research Projects Agency – Water, and for other purposes. (“Water Agency”)
The legislation was introduced by Congressman John Katko (R, New York) and Dan Kildee (D, Michigan).
The purpose of the agency is stated to be the support of research and development efforts that would provide communities with access to technologically advanced methods of water treatment and management. overarching goal is to make clean water more accessible and affordable.
Examples of the focus of such technology development would be remote sensors, smart metering, network technologies, advanced infrastructure analytics and analytic instrumentation.
The legislation specifies that such projects would be related to:
- Drinking water provided by a water system
- Wastewater or stormwater discharge by a water system
- Groundwater or well water used for drinking water
- Any other activities carried out by a water system for the purposes of enhancing public health and environmental safety
The legislation also specifies:
- Responsibilities of the Director
- Designation of program managers
- Criteria for selection of recipients of funds
- Reporting requirements
