The Louisiana Department of Environmental Quality (“LDEQ”) and EnLink Processing Services, LLC (“EnLink”) entered into a May 20th Settlement addressing alleged violations of a Title V air permit. See Settlement Tracking No. SA-AE-19-0100.
The Settlement provides that EnLink owned and/or operated a natural gas fractionation facility (“Facility”) in Iberville Parish, Louisiana.
LDEQ is stated to have conducted an inspection of the Facility to determine the degree of compliance with the Louisiana Environmental Quality Act and Air Quality Regulations.
The Facility is stated to operate under a Title V air permit.
Violations allegedly identified by the inspection include:
- Failure to calibrate, maintain, and operate Semiannual Continuous Emission Monitoring System (“CEMS”) for measuring NOx and oxygen emissions on certain heaters (further noted are certain corrective actions that have been undertaken to address the alleged violations)
- Failure to timely submit 2017 first Semiannual CEMS Excess Emissions and Downtime Reports for certain heaters
The Settlement provides that EnLink denies it committed any violations or it is liable for any fines, forfeitures, and/or penalties.
A civil penalty of $3,850 is assessed.
