The Arkansas Department of Environmental Quality (“ADEQ”) circulated a reminder that the industrial stormwater general permit (“IGP”) will expire on June 30, 2019.
ADEQ reminds IGP permit holders that they must submit a Recertification Notice of Intent by June 30.
The ADEQ IGP is ARR000000.
The IGP is a “general permit”. A general permit is designed to provide coverage for classes of facilities or operations of a specific industry or commercial type facilities.
As ADEQ previously noted, a general Permit may be appropriate:
- When the discharge characteristics are sufficiently similar and the standard set of permit requirements can effectively provide environmental protection and comply with water quality standards for discharges
ADEQ’s stormwater permit program includes three types of general permits:
- Industrial stormwater (i.e., IGP)
- Municipal Storm Sewer
- Construction stormwater permit
The IGP includes a number of categories of industrial activities. By way of a few examples, note it covers timber products, asphalt paving, primary metals, oil and gas expansion and refining, and automobile salvage yards.
NPDES permits are reissued every five years. Consequently, this Arkansas IGP can properly be considered a reissuance or permit renewal.
Facilities undertaking activities triggering requirements under the IGP are required to submit according to ADEQ’s time schedule a recertification (i.e., Notice of Intent) to continue coverage. Further, Stormwater Pollution Prevention Plans must be updated and modified to reflect facility changes and new additional permitting requirements (if any).
