The Council of the European Union has published a “Presidency proposal for a general approach on …” the Prospectus Regulation.

The Council normally uses a general approach document to give the Parliament an insight into what the Council thinks about a Commission legislative proposal, in the hope that this will make it quicker and easier for the Council and Parliament to reach an agreed position on the relevant Commission proposal. (And that usually works.)
