On 10/4/17, the ALJ issued a ruling requesting comment on a staff proposal for implementing AB 1923 provisions related to interconnection rules for bioenergy feed-in tariff under the California RPS. Comments weredue by 10/24/17 and reply comments were due by 10/31/17.
On 11/14/17, the ALJs in the proceeding published a proposed decision accepting draft 2017 RPS procurement plans, including the related solicitation protocols filed by PG&E, SCE and SDG&E. The proposed decision approves the request by PG&E, SCE and SDG&E to forgo holding a 2017 RPS solicitation and authorizes the utilities to conduct solicitations for the short-term (5 years or less), sales of RPS volumes during the timeframe covered by the 2017 RPS Procurement Plans. The utilities are still required to submit Tier 1 Advice Letters for Commission approval of short-term sales resulting from a solicitation. In addition the decision approves the request of the utilities to engage in bilateral transactions to sell RPS volumes, subject to the Commissionreview and approval via the Tier 3 Advice Letter process. The decision also approves the 2017 RPS Procurement plans filed by several small and multi-jurisdictional utilities, CCAs and ESPs. On 12/14/17 the decision was adopted by the Commission.
