Water Resources Reform and Development Act (H.R. 3080) authorized flood protection, navigation and ecosystem restoration projects to help upgrade the nation’s aging infrastructure. A key WRRDA provision requires local project sponsors to submit proposals to the Army Corps of Engineers, which in turn will submit a formal list to Congress for authorization. The Army Corps is accepting proposals until Dec. 3 from local governments for feasibility studies and modifications to authorized water resources development projects. Once proposals are collected, Army Corps will publish an Annual Report to Congress listing the proposed projects.
While Congressional action on these lists is uncertain, it appears that, for a project to be eligible for federal funding, it must be on the Army Corps’ list.
