The Association of Clean Water Administrators (“ACWA”) has updated a chart it previously prepared that addresses:

Funding Levels for Key Water Appropriations (“Chart’)

The Chart addresses funding numbers from the fiscal year 2023 Omnibus package and is updated as of January 19th.

The President signed the Consolidated Appropriation Act, 2023, (H.R. 2617) on December 29, 2022. $1.7 trillion in fiscal year 2023 discretionary funding for 12 annual spending bills is included.

ACWA notes in its weekly newsletter (January 23) that appropriations include:

  • $10.13 billion for the United States Environmental Protection Agency (noted to be a slight increase from the previous fiscal year)
  • $1.63 billion for the Clean Water State Revolving Fund
  • $1.12 billion for the Drinking Water State Revolving Fund

The ACWA Chart also includes funding for the following categories:

  • Categorical Grants
    • Section 106
    • Section 319 Nonpoint Source
    • Wetlands Program Development
    • Public Water Supply
    • Beaches Protection
  • Regional Programs
    • Great Lakes Restoration
    • Chesapeake Bay
    • Puget Sound
    • Long Island Sound
    • Gulf of Mexico
    • Lake Champlain

The ACWA describes itself as a national, nonpartisan, professional organization whose members are state, interstate, and territorial officials responsible for the implementation of surface water protection programs throughout the nation.
