The Foreign and Commonwealth Office has issued guidance on the Counter-Terrorism (International Sanctions) (EU Exit) Regulations 2019, the proposed U.K. regulations that will govern the U.K.'s application of international sanctions following the U.K.'s withdrawal from the EU. The Regulations will apply within the U.K. and relate to the conduct of U.K. persons (i.e. British nationals and legal entities incorporated in the U.K.), wherever those persons may be situated in the world (including branches of U.K. companies operating overseas).

The guidance describes the Secretary of State's power to impose financial, trade and immigration sanctions, as well as the obligation imposed upon firms to report known or suspected designated persons to HM Treasury. It provides information on the enforcement of sanctions and explains the availability of authorizations and licenses which may permit parties to act outside the remit of certain sanctions.

Following the U.K.'s departure from the EU, the U.K. will still be obliged to impose sanctions in accordance with its UN Security Council obligations. The U.K.'s Office of Financial Sanctions Implementation has issued further sanctions guidance and provides an e-alert highlighting changes to the list of financial sanctions targets.
