The New York State Energy Resource Land Development Authority announced the addition of a chapter to its New York Solar Guidebook (“Guidebook”) titled: Municipal Solar Procurement Toolkit (“Toolkit”).
The Toolkit is stated to provide guidance and resources for communities seeking to develop solar projects on underutilized properties such as landfills and brownfields.
The Toolkit is also stated to support provisions to the New York Sun Megawatt Block Program. This program provides financial incentives for developing New York solar projects.
The Toolkit includes:

Overview of municipal procurement procedures;

Ready-to-use templates for a land lease agreement; and,

Sample request for proposal.
