The Office of Air Quality (“OAQ”) issued two guidance documents addressing Arkansas air permitting issues titled:

  • Arkansas Air Quality Permitting – Introductory Guide (“ Introductory Guide”)
  • Arkansas Air Permitting Program – Frequently Asked Questions (“FAQ”)

The two documents are stated to have been an outgrowth of OAQ’s efforts to provide guidance on various aspects of the Arkansas air permitting programs.

The possibility of producing such guidance was initially addressed in OAQ’s EASE Workgroup (Efficiency and Streamlining Effort) meetings with stakeholders that focused on efforts to make the Arkansas air permitting programs more understandable, efficient, and streamlined.

Subsequent to such EASE Workgroup meetings, OAQ continued to work on potential projects that had been discussed during these meetings. The issuance of guidance was one such project.

OAQ states the Introductory Guide is:

. . . intended to assist small businesses in understanding basic aspects of air quality permitting in Arkansas.

The document outlines:

  • Types and sources of air pollutants
  • Air quality compliance measures
  • Air permit types common to small businesses

Step-by-step instructions are provided that OAQ states explain how to:

  • Conduct a facility-wide air emissions assessment
  • Calculate potential emissions.

The FAQ guidance is stated to provide:

A more detailed explanation of federal and state air pollution requirements for facilities and how they are implemented in Arkansas air permits.

Further, it is stated to address what are described as “common questions presented to OAQ by permittees.”
