In advance of the FCC’s expected adoption on June 18 of a new order and further notice of proposed rulemaking proposing further changes in the Lifeline program, the U.S. Senate’s Subcommittee on Communications, Technology, Innovation and the Internet has announced a hearing on Tuesday, June 2, 2015 on “Lifeline: Improving Accountability and Effectiveness.” (The anticipated FCC order/rulemaking is expected to propose the transformation of Lifeline from a telephone-centric to a broadband-centric program.) According to the Senate press release, the hearing “follows the Government Accountability Office’s (GAO) recent report recommending that the FCC evaluate the efficiency and effectiveness of Lifeline.” Witnesses will include Randolph May, President of the Free State Foundation, a telecom-oriented conservative think tank; Michael Clements, Acting Director for Physical Infrastructure Issues of the GAO; Scott Bergmann, Vice President, Regulatory Affairs of CTIA – The Wireless Association; Commissioner Ronald A.
