The State Water Resources Control Board this week adopted a resolution containing a comprehensive set of climate change mitigation and adaptation actions to be applied across all actions by the Board and its regional boards. The directives in the resolution, to be implemented by staff, will impact a wide array of plans, permits, projects, policies and funding requests that go before the Board.
The resolution prescribes actions to improve ecosystem resilience, reduce greenhouse gas emissions, and respond to climate change impacts in numerous contexts, including drinking water regulation, water quality protection, protection of water infrastructure, and financial assistance. The resolution was designed to build on a 2007 resolution adopted by the Board to support the implementation of Assembly Bill 32, also known as the California Global Warming Solutions Act of 2006.
The resolution requires Board staff to take a proactive approach toward climate change analysis, mitigation and adaptation requirements, and to use current, forward-looking models and data to inform Board actions, rather than relying solely on historical data.
