The City of Philadelphia on June 11, 2020 removed all restrictions on properly conducted construction activities, posting the decision atop the frequently asked questions section of its Construction Activity FAQ page.

  1. What type of work is authorized?
    Starting June 11, 2020, all types of work are authorized considering the proper permits are in place and appropriate precautions are taken.

  2. What are the general safety precautions required on all job sites?
    Each active job site must be assigned a Pandemic Safety Officer and a written COVID-19 Safety Plan must be kept onsite. For additional critical guidance, refer to the City’s Safer at Home safety checklist information. The City’s safety checklist describes additional requirements including masking, distancing, handwashing, and cleaning.

The announcement is the latest in a series of modifications that have gradually loosened construction restrictions in Philadelphia.

Philadelphia Mayor James Kenney issued an executive order on May 26, 2020 modifying prior restrictions enacted on April 29, 2020 allowing construction on projects that have permits issued after March 20, 2020 to proceed. Previously the mayor only allowed construction on projects for which permits had been obtained on or before March 20, 2020.

The city's April 29 order had also placed time restrictions on construction activity. Those restrictions were removed by a May 13 directive, which allowed virtually all construction to resume normal periods for work.
