Introduction
This month, Mintz Levin is pleased to unveil a newly reorganized Energy and Clean Tech Connections designed to help our clients and friends better understand the rapidly changing incentives landscape. We created a new section to highlight Privately Sourced Financial Grants‚ and expanded our coverage of Government Financial Assistance to include Tax Incentives and Rebates in addition to Grants. The Federal and State Happenings section has also been refocused to hone in on state and federal government affairs, recent and upcoming legislation, and newly created financial incentives.
In federal news, two important regulatory proposals were put on the table this month. First, the EPA announced a proposal to create a “comprehensive national system” for greenhouse gas emissions reporting, which would lay a foundation for the creation of a cap-and-trade system for carbon emissions. In addition, Senate Majority Leader Harry Reid introduced legislation that would increase federal power over electric transmission lines, allowing the federal government to speed the siting of transmission lines carrying renewable energy from rural areas to population centers. In addition, we are pleased to announce that Travis Blais, a tax attorney in Mintz Levin’s Energy and Clean Technology practice group, was quoted in an article in the BNA Daily Tax Report that highlights differences in the ways the stimulus plan will benefit different green energy manufacturers.
