The California Department of ToxicSubstances Control ("DTSC") is seeking comments on its revised "Vapor Intrusion Mitigation Advisory" ("DTSC Advisory") which emphasizes remediation over engineering controls at sites with soilor groundwater contaminated with volatile organic chemicals("VOCs"). Comments are due by October 31, 2009. VOC vapors originating from contaminated soil or groundwater can migrate into buildings. In recent years, regulatory agencies have been concerned about potential exposure to VOCs to building occupants. The DTSC Advisory applies to existing buildings as well as new construction.
