A. Project Modification -
2017-016, The East Alabama Health Care Authority d/b/a East Alabama Medical Center, Opelika, AL: Proposes to expand ambulatory surgical services by operating, at an off-site location, via a facility lease, a multi-specialty ambulatory surgery center. The expansion will include the addition of four (4) general anesthesia operating rooms, two (2) procedure rooms, and support space. Opposition: Doctors Surgery Center of East Alabama, LLC filed intervention/opposition and request for Contested Hearing. Project Modification Request: The modification will involve a change in the square footage of the ASC from approximately 20,000 square feet to 24,145 square feet and increase from two (2) procedure rooms to four (4) procedure rooms. Instead of leasing the facility from a private developer, EAMC will develop and own the facility. EAMC anticipates incurring construction costs of $13,960,580 instead of having only build-out costs associated with a capital lease. The estimated expenditure for movable equipment will remain the same. The total project cost will increase from $13,061,902 to $22,369,974. Opposition: None. Approved.
B. Project Modification -
2018-0004, The East Alabama Health Care Authority d/b/a East Alabama Medical Center, Opelika, AL: Proposes to expand its Emergency Department services to an off-site Freestanding Emergency Department (“FED”), to be located in the Auburn Research Park adjacent to Auburn University in Auburn, Lee County, Alabama. Opposition: None. Project Modification Request: The modification will involve a change in the square footage of the FED from approximately 20,000 square feet to 37,440 square feet; relocate existing imaging and MRI services and equipment to a single location; and provide a retail pharmacy. Instead of leasing the facility from a private developer, EAMC will construct and own the multi-story building. The total cost of the project will increase from $19,517,607 to $31,723,795. Opposition: None. Approved.
