NOTE: Because the COVID-19 situation is dynamic, with new governmental measures each day, employers should consult with counsel for the latest developments and updated guidance on this topic.

The Government of Canada has issued program delivery instructions. Of particular interest for employers, the instructions provide that any foreign national who is currently abroad and holds a work permit, or work permit approval letter issued by Immigration, Refugees and Citizenship Canada, can now travel back to Canada. The foreign worker must have a copy of their valid work permit or letter of introduction from IRCC and the program delivery instructions to show to the airline agent so that they can be permitted to board the plane. The entirety of the instructions should be printed and provided to the applicable airport personnel.
