In 1997, the California legislature enacted the Citizen Complaint Act of 1997.  Cal. Gov. Code §§ 8330-8332.  The Act requires that  state agencies make available on their Internet websites a form through which individuals can register complaints or comments about the agency's performance.  The Department of Financial Protection & Innovation's form is available here.  The form may be either submitted by email (ASK.DFPI@dfpi.ca.gov) or mailed to: Department of Financial Protection and Innovation Citizen’s Complaint, 2101 Arena Boulevard, Sacramento, CA 95834.

This form should not be used to submit complaints regarding persons regulated by the DFPI.  Persons with complaints about possible violations of the laws administered by the DFPI may file a complaint online here
