Below is this week’s congressional update by BakerHostetler’s Federal Policy team. We’ll continue to post in weeks when both chambers of Congress are in session.

HEADLINES

  • Congress returns from a two-week recess still wrestling with funding for Ukraine and Israel, which is bracing for an Iranian response to Israel’s strike on Damascus last week that killed several Iranian military officials.
  • Homeland Security Secretary Alejandro Mayorkas also leads headlines this week, testifying in budget hearings in both chambers while the Senate receives House-passed articles of impeachment against him.
  • President Joe Biden will host Japanese Prime Minister Fumio Kishida, who will also address a joint session of Congress Thursday.

HOUSE

  • The House will return tomorrow through Friday, with an agenda including reauthorizing the Foreign Intelligence Surveillance Act.
  • Hearings on the administration’s fiscal year 2025 budget proposal include Mayorkas appearing Wednesday at the Appropriations Homeland Security Subcommittee.
  • The Oversight Committee on Thursday will hold a hearing on the Food and Drug Administration with Commissioner Robert Califf.

SENATE

  • The Senate will be in session throughout the week, deciding how to proceed after the House delivers its articles of impeachment against Mayorkas on Wednesday.
  • Senate budget hearings are highlighted by Mayorkas at the Senate Appropriations Committee, as well as the Armed Services Committee hosting Defense Secretary Lloyd Austin III, Chairman of the Joint Chiefs Charles Brown Jr., and Pentagon Comptroller Michael McCord.
  • Deputy Treasury Secretary Wally Adeyemo on Tuesday will update the Senate Banking Committee on countering illicit finance, terrorism and sanctions evasion.

WHITE HOUSE

  • Biden is traveling today to Madison, Wisconsin, and Chicago for campaign events.
  • The rest of the week, the president will be hosting Kishida, including a State Dinner.
  • In addition to bilateral meetings, Biden and Kishida will hold a meeting Thursday with President Ferdinand R. Marcos Jr. of the Republic of the Philippines.
