School districts statewide will begin counting votes on proposed school budgets at 5 p.m. today. But Gov. Cuomo’s Executive Order that the votes be conducted exclusively by absentee ballot, as well as continuing uncertainty about the process for budget revotes, have left school districts with a difficult decision should their budget not be approved. Adopting a contingency budget is not an action that many districts have had to face in recent years, but is certainly one that many are considering.
